A fee of just under £1.6 million has been agreed between Stoke and the MLS, but now terms must be agreed with the player and a work permit granted.
The 27 year old centre back joined Houston in 2008 and made his international debut just two years later so the player has all the right credentials to be one of the Potters best.
And Lalas agrees, he told ESPN: "You need a little bit of luck, timing and coaches that believe in you but, just on sheer ability and potential going forward, yeah, I think that Stoke and England are getting a quality player that they can be excited to see.
"It's also a great message for the Houston Dynamo and MLS in terms of developing talent that can make the jump to what is perceived to be one of the best leagues in the world."
