Fuller lost his head the last time he played for Stoke after he disgustingly stamped on Chelsea's Branislav Ivanovic at Stamford Bridge earlier this month.
Now he could face Wigan as the Potters feel that he has served his punishment and the club must get on, not dwell on these things.
Many football fans, including some Stoke supporters felt that Fuller should have been banned for longer, some going as far as to say he should be drummed out of the club.
However, as far as the Potters are concerned, the Jamaican has served his punishment.
Kemp said: "He's back in. Because you can't dwell on these things and it's time to move on.
"Like the rest of us, he would have been watching Saturday's game against Manchester City and would have loved to have been a part of that, so he should be champing at the bit.
"Obviously we were disappointed at the time about his sending off, but we've had three games since then and the players have done fantastically well."
