The 56-year-old has signed a two-year contract to work alongside Tony Pulis for the fourth time after similar spells at Gillingham, Bristol City and Portsmouth together.
Pulis told the Stoke Sentinel: "Lindsay has been scouting for us since Christmas and I'm delighted to have him back alongside me.
"Lindsay will be in charge of the reserves on their matchday and also spend plenty of nights on the road checking on players and forthcoming opposition."
He told BBC Radio Stoke: "I have a great respect for Lindsay, he'll give me everything I need and that is something I feel is very important."
