"I wish [Noel-Williams and Thomas] all the best - they were great players and always tried their hardest," he told the official website.
"We've lost some good players this summer in key positions. We've got to rebuild our forward line and our main two strikers have got to be of a decent quality because next season the league is going to be stronger.
"I've been maintaining contact with agents and players and hopefully working towards signings.
"We will wait and see what we can pull off, but there's no doubt the August transfer window is going to put more pressure on us and, of course, the financial situation is tight here - there is no point pretending otherwise."
Following this, he told the Sentinel: "I can assure everyone I haven't been shut away on a desert island for the past few weeks," said Pulis on his return to the Potteries today.
"My phone has been by my side and I have still been speaking to people while I was away.
"I flew back over the Atlantic on Wednesday and was meeting with a player and agent that same night.
"I met four agents at a hotel in London yesterday and I plan to meet another agent about a player today.
"It's non-stop and I can assure supporters we are doing everything to bring in the right quality to replace the players leaving this club. I can't pretend it's easy when you hear that the likes of Leeds United and Sheffield United are pushing the boat out once more.
"It makes it very, very difficult for us to compete, but we are out there doing our damnedest to bring the right people in."
